MEES penalty calculation
Penalty exposure uses the rateable-value formula in SI 2015/962 reg 39. Short breach (less than three months) is capped at 10 percent of rateable value, with statutory tier caps. Long breach (three months or more) is capped at 20 percent of rateable value, up to a £150,000 maximum per property.
Social value scoring
Mission mapping follows the PPN 002 social value model. Proxy values come from the Oxford Social Value Bank 2023-24 edition, updated when new editions are published. Every calculation is cited to the National TOMs framework measures and SVB proxies.
Late-payment interest
