UK public construction spend runs through a dense layer of frameworks and dynamic markets. Works are let through routes such as SCAPE, Pagabo, Fusion21, Procure Partnerships, NHS Shared Business Services and regional hubs, on top of individual local authority and housing association tenders. Each has its own selection questionnaire, its own call-off rules and its own reporting expectations, and most now run through e-sourcing portals like In-tend and ProContract.

Two forces make these bids harder than they used to be. First, social value is now scored, not asked for as a nice-to-have. Under PPN 002, central government works carry a minimum 10% social value weighting, mandatory from 1 October 2025, and construction buyers translate that into concrete asks: local labour, apprenticeship starts, spend with SMEs in the supply chain, and carbon reduction on site. Second, the Procurement Act 2023, live from 24 February 2025, expects published KPIs on larger contracts and evidence of delivery after award, so the promises in your bid follow you into the contract.

The result is a lot of qualifying, writing and evidencing for a bid team that is usually one or two people juggling live projects. Missing a notice, or reusing a weak social value answer, costs real work.
